macromedia flash sitedesign: (Repost from another newsgroup)

My company has an online educational course that uses streaming video
delivered by Flash. (You will quickly see that I don't know what I am
talking about.) The bandwidth requirements are simply too much for many
of our students who have slower Internet connections (even though they
are broadband.)

We are going to create a new, lower bandwidth course. The delivery of
this eBay course (http://tinyurl.com/3bw5vm) may be what we are looking
for. I understand that there are multiple levels of Flash with regard to
the expertise required to create a web site. (Flash animations,
streaming audio and video with Flash.)

What description do I use to hire a contract programmer or developer who
can create a site like the one above? Our site will not be nearly as
intensive or fast-paced as the eBay site, but the underlying controls
will be necessary to pace the course. My present developer is well
versed in classic ASP, but he struggles with Flash. The new site will be
in PHP or some other Linux based language.

Other than guru.com, where is a good place to advertise for a developer?
Also, is my assumption that a Flash site like the one above will have
dramatically lower bandwidth demands than a 400K streaming video site?

Not every computer is Flash enabled? If our site is made in Flash, what
percentage of users will not be able to take the course?

You may have a look at Moodle, it is an open source course management
system.
And the flash moudle of Moodle may be something you are looking for.
