macromedia flash sitedesign:

I want to have a flash movie with a transparent background play on top of an
html page. I have done this by placing a Flash movie with a transparent
background in a layer in Dreamweaver. The problem I'm having is I can't click
any of the content (links) below the layer. Is there any way around this? Is
there anyway to make a layer so it doesn't obstruct links below?
