THIS IS THE ANSWER!!!
the reason is because inside the advance permissions for Flash9.ocx, it is set to 'DENY' write access for everyone. Click on the file, choose properties, then security, then advanced. In the permissions area you will see 2 listings, 1 for 'anonymous logon', and 1 for 'everyone... more >>

I have tried to download the latest Flashplayer as per the instructions . Each
time I try the security warning does not come up and says that the player has
installed. I have tried changing all security settings etc. I still cannot
view any files that need Flash Player.

I am having the same problem and have tried to get help thru HP, my isp provider and yahoo. Am getting the run around and now am having problems opening attachments on yahoo email. Now does not recognize type of file for attachments. Have changed screensaver as suggested by Adobe. Help!

The date time note above worked. Even though I had the correct dat and time I opened the Date and Time Properties window clicked okay and the flash page immediately continued with the end of the install sayin flash sucessfully installed.

Same problem here!! I have Windows Vista and I can't find Flash Player anywhere on my computer. I've tried downloading it over and over again, it says it's installed but I can't view any flash content. I don't know if it's Adobe or IE, but one of these guys need to fix it!!!!
