We have Active X controls pretty much locked down and I'm trying to find a way
around the plug-in installation from the website.

Is it at all possible to install Macromedia Flash as a separate downloadable
executable or installation?

There's a licensable installer that you can get. Look through the FAQ's
at http://www.macromedia.com/support/flashplayer..
