It Won't work if you:
Are not an Administrator on the said machine.
You're accessing the internet through a ProxyServer that may have Filtering.
You're on a Domain.

If you're not an admin then ask an admin to make you one.
If the second is true then speek to your NetworkAdmin and they might download
it for you (I would)
If your on a Domain then you could try asking your admin VERY ,VERY nicely
(But they might strart throwing things at you!)
