macromedia players flash : getURL calls do not work in activeX Flash Player 8!

for some reason calls to getURL("javascript:functionName();"); do not
seem to be working in Flash Player 8 on Internet Explorer... a test page
here demonstrates this:

The above works fine in Opera and Firefox but does nothing in IE (6.0 on
Win2k sp4, flash player 8,0,22,0 installed).

This is a major problem with Flash Player 8 as far as I'm concerned - I
produce a lot of e-learning which must use getURL(javascript) calls to
communicate with the SCORM-compliant LMS's. If any of our clients
upgrade to flash 8, their courses will stop tracking to the LMS!

Everything works fine if I downgrade to flash player 7.

On a similar note, if I run the above page off my local filesystem using
firefox, clicking the button that calls getURL throws up a security
error saying that the swf is attempting to communicate with an
internet-enabled location! In what way does HTML on my filesystem
constitute an internet-enabled location???
Even more annoyingly, no error/security dialog is thrown in IE so it
looks like it's not working at all.

OK, with the help of testing from some other guys on the forums (thanks
grumpy7, David Stiller, Peter Blumenthal, Webguru1) it seems that this
issue is (so far) only occurring on Windows 2000 Service Pack 4.

Windows XP SP2 seems to be fine.

Anyone from Macromedia watching this who can help?
