I cannot vouch yet for this fix but it did help someone. Some stuff are repeats
of items already suggested. It does involve going to SAFE MODE and has a few
other steps I have not previously seen here. The posters name in the MS Forums
is Oxford anwering to Rexy. I did remove a few things not germaine to the fix.
Also the poster notes to remove shockwave too. I have seen references to FP and
shockwave together on some Adobe DL/fix instructions in the "dog chasing its
tail" support, tech notes and emerging issues pages. Oxford does have a repeat
unistall FP in his instructions. In my case and troubles the Add/Remove program
does not remove FP I have to use the Adobe unistall FP program. Others may have
the same problem.

Hello Rexy

Sorry to hear that you are still having the problem. Maybe this will help!
First are you the system administrator?
Next I would like for you to go to :

http://www.adobe.com/cfusion/knowledgebase/index.cfm?id=tn_14157
1-Download and save: Windows: uninstall_flash_player.exe (182K)
Save it to your C:\ drive. Once it is downloaded verify where it is and
remember it.

2-
http://www.adobe.com/shockwave/download/download.cgi?P1_Prod_Version=ShockwaveFl
ash&promoid=BIOW
Download and Save This too

3-http://www.adobe.com/shockwave/download/
Download and Save This too.

Now go to Add and Remove Programs and remove Adobe Flash Player and Adobe
Shockwave players, also scroll down the list and make sure that there are not
the macromedia versions. If there is remove these also.

Next go to My Computer, right click on the C:\ drive icon, and select
Explore. Scroll down the list on the left until WINDOWS, click the plus sign,
and then scroll down to Downloaded Program Files. Left click on it, in the
right pane Right click and remove any entries to do with Macromedia and / or
Shockwave then exit back to your desktop.

Now you have to restart in ?SAFE MODE? no network or anything else. Once in
safe mode check that there is nothing running in the Notification Tray, right
click anything there and exit it.

Find your way to the Adobe file (1) you downloaded and double click it,
select run and you?re done this part. (Do Not Reboot yet)

While I am here I would, perform some useful maintenance completely optional
of course.
Start>Run, Type Prefetch/enter, at the top, click Edit>Select all and delete.
Start>Run, Type Temp/enter, at the top, click Edit>Select all and delete.
Start>Run, Type %Temp%/enter, at the top, click Edit>Select all and delete.
Start>All Programs>Accessories>System Tools> Disk Clean-Up, select all but
Office Set-Up Files and Clean.
Start>All Programs>Accessories>System Tools>Disk Defragmenter>Analyzer, then
Defragment, It is slow but worth it.

Find your way to the Adobe file (2) you downloaded and double click it, select
run. (Do Not Reboot yet)
Find your way to the Adobe file (3) you downloaded and double click it, select
run.

IMPORTANT ALL THE ABOVE MUST BE COMPLETED BEFORE REBOOT

Now reboot, it will be slower than normal for the first boot it is normal. Let
it stabilize for at least ten minutes with no intervention.

Now logon to the internet and go to:

http://www.macromedia.com/support/documentation/en/flashplayer/help/help09.html

On the left side of the page you will see:

Settings Manager

Global Privacy Settings Panel
Global Storage Settings Panel
Global Security Settings Panel
Global Notifications Settings Panel
Website Privacy Settings Panel
Website Storage Settings Panel
Select each of these separately and wait, a security screen for each will open
on the right of this panel. Set your preferences. (HINT: leave the allow third
party cookies selected when you get to it)

Once completed reboot and I hope all is well.

The MS forum post that I reposted here says nothing about saving FP
INSTALLER...only the Uninstaller and the 2 Shockwave DLs. Yes I I know the post
does not say when to DL Flashplayer. The original poster in MS forums did not
say when to do this. I gather that after you do all suggested that you (TRY) to
DL FP from the adobe site. Given the appearent association between Shockwave
and FP that I have read and seen in various posts, me thinks that Shockwave
may/might be a prerequisite to DL FP successfully. A wild ass guess on my
part..but plausible. If you already have "a" Shockwave, that may or may not be
good for this particular fix attempt for FP. I would uninstall the current
verison of Shockwave and install as directed in the MS forum post.

Found another fix .worked for me and a few others

http://www.softwarepatch.com/internet/flash.html

go to thread "Yea! Flash fix, Try this" I know of 3 or 4 other that have tried
it and it has worked in that thread. and a in a few other thread too. It is a
standalone DL of flashplayer 9.0.28.0. It opens the usual security box that
says it si a macromedia.com file. when I DL'dit i unistalled any FP that I had
first. It might be ok in you dont unistall FP first, but that is what I did.
Post back if it works or not.
