If you use firefox, you can download the .exe for Flash. Otherwise, you need to
be connected to the net.
Just launch Firefox on an internet accessable PC, then when you go to install
the flashplayer, save the file, then bring it over on a disc or thumbdrive. But
it will only work for Firefox, not Internet explorer.
