Try this:
Make the user a amember of the administrator account. Login with that
user. In IE, Go to Tools, Internet Options, Programs, Manage Ad-ons,
Mark the Shockwave Flash Ad-on in the list. Click the Update button and
go through the update process. Close all windows and log off. Remove
the user from the administrators group. Log on again and see if it
works now.
Tried this on 2 TS-servers and so far it has worked on both.
