iis ftp : stopped site starts first on reboot

Win2003 server, IIS 6, Exchange Server 2003 front-end server (for
Outlook Web Access). The OWA is the default web site. However, we've
seen a couple of occassions where a stopped site, with the same IP
address, starts up FIRST when the server is rebooted. The default site
then can't start, since the IP is already in use. We see event ID
1007, source=W3SVC in the Sytem Log: "Cannot register the URL prefix
'http://<ip>:80/' for site '1'. The necessary network binding may
already be in use. The site has been deactivated."

Any idea why a STOPPED site would be starting up before my default web
site?

This is not FTP issue, it's telling that the default website can't bind to
the specify ip/port because the address already been use. How many sites do
you have? have you check all the host header/ip/port configuration of each
site ? any other software that might uses port 80 ?
