iis ftp : cannot add ftp site operator

machine running Windows 2000 Server - SP4 - all hotfixes installed.
The version of iisui.dll is 5.0.2195.6620
In the mmc for IIS 5, I try to add a user or group to the operators list
for a ftp site and the user/group doesn't appear in the operators
list.

There are no error msgs there is nothing in the event log.
The purpose to add them as a ftp operator is to give them access rights as
User. As of right now the only way i can let them ftp is if i give them
rights as an administrator but i can not allow that.

what's the purpose to add users as ftp operator ?
if you just want to allow them to access the ftp server, grant 'logon
locally' right and users should be able to connect to the ftp server from
remote host using ftp client software.

As mentioned before, to allow user to logon to ftp. there is NO need to
grant them operator right. read -

I will really appreciate it.

My server is all patched up with latest security updates and service pack. I
think this is a problem with Microsoft or a bug in there software.
