iis ftp:
In ICS you can map the FTP port to the internal IP address of your FTP
server. The following is for a VPN server, but you can do the same thing
for FTP - TCP port 20:

i want internet ftp access to a folder on my machine, which is a remote
machine on a network (not the internet host machine, to which i have full
admin)

is it better to run the ftp service on the host and share the remote folder
on the network (which i dont really want to do)

or is it possible to run ftp service on my remote machine & if so, how do i
set up the host machine to let it pass the data through to mine?

That should be inbound port 21 (control channel).
port 20 is the data channel.
