FTP very slow

iis ftp:

I configured ftp on win 2k3 server enterprise stand alone running on Verizon
dsl 1.5/384. Went to my other pc (non-networked) running xp pro on Comcast
3.0/256 and uploaded a 12.4mb application file using ie explorer. It took 16
minutes to upload the file. Is there anyway to speed up the transfer process?

This is connection issue, rather than IIS FTP.
