Multiple User Access to Anonymous FTP Directory -- iis ftp

We would like to create a FTP directory that has anonymous read-only
access, but would have read/write access if the proper user logged in.
Is this possible? I thought this could be done by setting the IUSR
user permissions to Read only, and the user's user permissions to
read/write, but that didn't work.

Can this be done?
