I have just recently bought a router for my home, and I'm running an FTP server off my home server. My server is on this router and the port to the FTP seems to be disabled because of the router.

I've tried to open the port by going to my network's properties and enabling the ICF and adding a port to the ICF so I can use the port:

http://www.microsoft.com/security/protect/ports.asp

I've done this procedure and the port to the FTP is still not open. What other options do I have?

It's not your server blocking the port. It's your router. Refer to
the router docuemntation and try a routing group for further help.
