iis ftp : FTP Permissions

In Febuary some time I set up an FTP site with 3 directories in it. after getting the permissions correct, and adding the user names to the 'log on locally', and doing the command the refreshes the policy it eventually started to work. Now I need to add another directory everything looks to be setup exactly as the others, but I am having a permissions problem, it tells me the password is not accepted. It will let me log on under a user that has administrative rights, but this user is not allowed certain things. The only thing I haven't done is the refresh policy, because last time if you logged out of your computer it would not let you back in anyway, so i'm trying to avoid doing that again.
Its IIS5 on a windows 2000 server

Permission issues haven't changed, the user logging in needs Log On
Locally right and NTFS permissions to the folders used for FTP.
