iis ftp : Error Message "could not write file to remote host"

I have two servers that are essentially similar in
construction (Some hardware differences). Both are being
used for the same thing, FTP server which than deliver e-
mail. One works fine, the other gives the above message
on the client machine. On one of the machines I installed
everything. The other I finished the installation which
included some third party software to accomplish the tasks.

Here is what I did.

I installed FTP and SMTP services for the use by the
third party software.
I setup the user so that the client machines could
connect to the server through FTP.
I installed and configured the third party software. I
triple checked this configuration and everything was
correct.
I inserted the client machine IP address and denied all
other machines access.
I compared the OS configurations between the machines
and they are identical. I double checked the log files to
see if the clients were actually logging in through FTP
and they were.
One machine works perfectly and has from begining. The
other generates the above error. I redirected a client
machine from the working server to the non-working server
and found that the client was able to log onto the machine
but not write a file.

I am at a loss as to what could possibly be wrong.

Permissions ? NTFS and IIS permissions ?

IIS FTP Server is configured by default in Windows Server 2003 to be
read-only.

In the IIS Manager for the FTP site, under the "Home Directory" tab, you
will find a group of check boxes, labeled "Read", "Write" and "Log".
Verify that the "Write" box is checked.
