iis ftp : Just To Weird. If anyone CAN Help.... Please!

Here are the facts:
Up until July 7th, all the following was true:
a.) Had program that "Phone-Home" to our FTP Server.
b.) FTP Server is NT4.0 6a
c.) Login unique/password... all working great.
d.) Program simply uploaded files and quit.

After July 7th... all the above was STILL true; except.
-We changed backbone providers.
-Changed to have public IPs/translated to private via
router.
** BEFORE Jumping to conclusions... here is what we have
tested so far: *************
+ Any "human" can log in to aforementioned site; upload a
file just fine.
+Can see the program loggin into.
+There has been absolutely no changes to the program. (as
we are the developers too.)
+The program is really a dumb program. It just reads
FQDN - goes to it (there is no reverse look-up in
otherwords).

What happens now: Program logs in sucessfully; and times
out. Can see it log in; but thats it.

Are there any other ports that FTP would use (besides
20 /21) - that would effect this. Even so; why logging in
by hand works; program doesn't. Program hasn't changed
in over a year.

What mode of transfer does your application use ? Active or passive ?

What exactly do you mean by 'logging in by hand' ? Which application
are you using ? A Windows FTP client ? The command line FTP client in
Windows ?

The best place to obtain troubleshooting information is in your log
files. Post the entries from the file here where the application fails
and where you log in 'by hand' and it succeeds. That should throw some
light on things. Does your application generate any logging
information which might help ?

I suspect that the problem is being caused by your router not allowing
traffic though on the ports required by your application. Refer to
this KB article for more information, particularly the section
entitled Common Problems Encountered With FTP :

Most likely you're blocking a port used for the transfer, are you
using active or passive mode in your app? Also, look at the FTP logs
and see what the exact communications are.
