iis ftp : FTP Throughput

Is I wanted to check on whether I could improve the download speed on a
FTP Server.

What areas would I need to look in without spending any money

The slowest point in the whole process is always going to be the
network. The only way to improve that is to spend some money I'm
afraid.

If it's a network latency or connectivity issue, you have to spend money.
e.g. upgrade bandwidth and etc

Nothing much you can do on ftp settings.
