Why file names whis national letter =FF are stands shorter
Exemle if a upload on my ftp (IIS 5.0) file exemp=FFle.txt it stands =
exemp.txt
or if "=EF=F0=E8=E2=E5=F2 =EC=E5=ED=FF.txt" ftp create =
"=EF=F0=E8=E2=E5=F2 =EC=E5=ED.txt"

Best is not to use NON-ASCII characters. Or you might want to make sure your
client ftp program support the charsets.

letter ÿ can not displayd it's gone from file name

client ftp programs support NON-ASCII characters
it problem in server.
server renames files itself

The IIS FTP server was written to comply with the RFCs available at the
time; this did not include the RFC for internationalisation of FTP. As a
result, the IIS FTP server does not have special code to cope with
non-ASCII characters. For some characters in some clients and some code
pages, the existing FTP server may work, due to a lack of any code to
actively try and prevent non-ASCII characters, but it is not possible to
provide a complete enumeration of the situations that work or don't work.
We do not currently support non-ASCII characters in the IIS FTP server.
Future versions may implement other RFCs that have been created in the
intervening time.
