How to move user accounts for FTP -- iis ftp

I have set up a new FTP server and used the tool IIS
Export made by Adsonline to migrate the FTP sites,
Directories and Folder permissions.
Now how do I move the user accounts?
The setup my company is running is :
Old server Windows 2000 this server is not part of a
domain or any trusts it is not running AD and is a stand
alone member server
The new server is Windows 2003 this server is not part of
a domain or any trusts it is not running AD and is a
stand alone member server

So how can I move the 700+ local user accounts form the
W2000 box to the new W2003 box and keep the SIDs intact
so I don't have to re-associate each one with the folder
on the new server?
Any help would be great!

You might want to try AD or OS newsgroups, it's more related to them.
