Cannot download from an ftp site -- iis ftp

We have a site that one of our library members requires
access to. You can only access this site and download the
contents if you bypass the proxy server.

When i have a look in ISA and check the protocol
definitions there are the following in there:

FTP Download only
Gopher
Http
Https

What ealse should there be to enable this user to
download from that site.
