iis ftp : FTP Windows 2000 Server Setup

We want to receive files that will be FTPed to our Windows 2000 Server by way
of broadband internet. IIS server is running and there FTP folders. I want
to set up a user account that I will give to the indviduals that will be FTP
files to our server. But I want to limit there access so that they can only
login and write to the server. How do I do that?

How do they login in to FTP the data.

We are using a NetGear FVS318 router. I have to set up the FTP so what
address do I use for the FTP.

Any documents that I can read will be helpful also.
