Ftp. must try twice -- iis ftp

I have created a link on our website to our FTP server. The FTP site requires
authentication. When someone clicks the link it tells them the page cannot be
displayed. If you click Go, or refresh or enter it brings the site up. What
is happening on the first try? Is there a way that I can add an automatic
refresh so that it comes up instead of manually having to refresh it. Or what
is a better way of getting this accomplished so the users get the Ftp login
right away.
I have the link setup as ftp://ip address. I dont know if that makes a

What's the status code for the first request in IIS FTP log?
is this anonymous access?
