Not really. Passive mode by default uses port range from 1024-5000. So, it
those ports are block then passive mode will not work. But in the case of
slow? mm...... no clues at all. could it be only few ports are available for
requests? e.g. the rest being blocked or etc?
Anyway, this kb gives you more info about the ftp connection mode.
