Not in the FTP protocol itself, no.

Many FTP clients have various added features that might do exactly what
you're looking for - the command-line client supplied with Windows does not,
because it is a relatively simple implementation.

This is not a question related to IIS itself, so this group is not really
the best place to get it answered - you are really asking "is there an FTP
client out there that has this feature?"

upload all files within the directory then delete them?
