script to create users -- iis ftp

Can we set up a script so that client services could easily setup and remove
customer FTP sites on the FTP server? This would have to create a directory
with the correct security so only that customer, and client services staff
could access it and set up the user and password in the system. A script
would be needed for them to remove a client from FTP access as well. Is this
something that is relatively simple to set up?

Errr. I think there's some tools for windows to create user, etc.
I don't have a complete one, you need

user account: net user blabla /add
create directory: mkdir
ftp directory or site: iisftp.vbs
nfts: xcalcs.exe
