iis ftp : Creating a public directory in ftp

Can someone please help me. I have a ftp which is accissble to fiew users. I
need to create a folder in the ftp that will be accissble to anyone, with
permision to read and to write but not delete, and will be accissble for fiew
users with permission full controll. How is this done?

Using Windows Explorer or My Computer and assigning the NTFS
permissions for the groups in question. Keep in mind that Anonymous
Write will get you quite a few unwanted uploads.
