Setting up new ftp site as PASV only

iis ftp:

I am trying to set up another ftp site on my server and I
am using 23, 22 port range. I suspected firewall problem
and in fact it was just that.

What they tell me I have to do is set up the ftp site as
passive only........how?

You don't - you set the ftp clients up as passive only.

The client gets to make the choice whether to use active or passive mode.

The server merely accepts those choices.
