In IIS 5, this is by design. There's nothing you can do about it.
what you can do is make all the user folder as virtual directory..... when
user 'cd ..' to the root path, and do a dir listing, they will not see other
users folder.

I'm looking for a step by step configuration guide for a IIS5 (Win 2000) FTP
server. I think I'd seen something like that a while ago but I can't find
it now. I need to set it up so members of a specific user group will have
access only to their respective directories (folder name matching username)
within the FTP root. How do I go about doing that?

Thanks! I followed the second link and I even got it working in an Active
Directory setting (the guide seems to be designed for standalone setup)
....and I even figured out that in order for that to work the FTP users need
the "Log on Locally" user right ...BUT:
The users log into proper directories, but from there they can move up the
folder and then access another user's folder without a problem. I need to
change that. Users should not be able to get to the FTP root. Where did I
go wrong?

You didn't. Well, partly you didn't. :)

You need to use NTFS permissions on the user's folders such that other
users can't access them. They can still access the root, but they
can't get below it except in their own folders.

You can also bypass this by creating a virtual folder for each user.
The problem is they don't see the folder, they have to change to it
blind. Once there everything works fine.
