iis ftp : No Default FTP site, no isolation

Hi,

I like to create isolated ftp users on a Windows 2003 server. It's
fresh, but the hosting company we are working with set up the system.
So when I logged in I realized there is no "Default FTP Site" under FTP
folder. How can I create a "Default FTP site" and set a root FTP
folder, which is same as default web folder, and is it safe way to open
FTP accounts like that?

No default ftp site ? just create one then....
safe way ? IIS FTP doesn't offer any means of security (beside basic
authentication). you can secure folder access with NTFS, to secure the
connection, you need VPN or IPSec, refer
