Logins fail after promoting to DC -- iis ftp

I have had a web/ftp server running perfectly for several years now. I am
using W2k and IIS5's ftpservice. After promoting the server to be a domain
controller only the accounts that are members of the Administrators group
are able to login. Those that are members of the Users and Ftp Users groups
can't login. The users are set to full control in their respective folders.

Any suggestions as to how to solve this problem would be apreciated.

You got error 503 ? make sure users has logon locally right + etc, refer
Err Msg: 530 User <Username> Cannot Log In. Login Failed.
