FTP for W2k3 web editon iis 6.0 -- iis ftp

Good evening,

Anyone have any solution for this issue of mine?

OS: Windows 2003 web edition
Server: IIS 6.0
App: FTP

Task:
Need to up files using FTP to our web server.
but the access is denied.
We could get files from the site folder, but not put.

Findings:
In the FTP folder, the folder attributes has a read-only checked option
grey-ed out.
Whenever we change / uncheck the option, it comes back again by itself.

This did not happen with Windows 2000 server.

Action taken:
tried the attrib changes, but only applied to the file(s) in the folder, but
not the folder itself.

Any ideas and solution is greatly appreciated.

i noticed it from time to time in XP as well, however I don't think it
affect the write operation, as long as the 'write' property is set in the
ftp site (IIS MMC) and user has sufficient permissions to write files
