iis ftp : FTP Connection Refused

I have attempted setting up FTP, both third party and IIS FTP, with this
problem.
On a W2k server, SP4, I first attmepted to setup a third party FTP server.
It worked fine until I rebooted the server. After that FTP connection
attempts were refused with: 500 Connection refused (Winsock error #10061). I
tried it on a different machine with same results. No event viewer errors.

Then I removed the ftp server, and loaded IIS FTP. Set it to anonymous,
same result, connections refused. This does not seem to have anything to do
with the ftp server itself, but with networking or something else. The ftp
logs were not even written to in these attempts.

Firewall?

Port blocking by ISP?

This is all on our LAN. So there is no firewall between the client and
server. Our network is Win2003.

I go tit! Your "firewall" suggestion did it. Mcafee 8.0 has firewalling type
capabilities. That was it.
