iis ftp : Restricting access to certain folders

Hi,

I have just setup IIS so that users can FTP to my machine. I have setup
3 folders. 1 is a deadend so that any user trying to look at the root is
going there. the other 2 are user account. The problem i have is that
although user a can't see user b's folder they can access them if they
do a cd folder b.

I have absolutley no idea how to restrict access to folder a to just
one user. How do I do that? It is driving me crazy
