iis ftp : New to FTP

I'm setting up my first FTP site for my company using windows server 2003. I
have the server sitting in the DMZ of my firewall and I plan on forwarding
port 21 & 20 to the DMZ. I'd like to know how I can enable my regular domain
users full access to any folder on the FTP site, while restricting access to
outside consultants to only folders I want them to see. Should I have the
server join the AD as a member server? I would think that is a bad idea in
case the machine gets hacked.
