iis ftp : combining user isolation with shared folders

I need to set up an FTP site so that each user starts in a private home
folder, but every user also has access to a common tree of folders (for
public downloads). If an FTP site is set up for user isolation, is there a
way to put some sort of link to a shared folder inside each user's home
folder? Shortcuts don't work, and it looks like you can only put FTP under
the site root.

That last sentence should be "...it looks like you can only put virtual
folders under the site root."

Yupe! that's the common way. create a virtual diretory and map to the path.
To restrict access, apply proper NTFS permissions on the physical directory.
