This probalby has nothing to do with your problem, but some cable ISPs
specifically block FTP to their customers. (One company even has a "if
you try to run an FTP server, we will terminate the account") This was
done to block warz usage of badly setup FTP servers, which aside from
the ethics of the idea, was hogging massive bandwidth.
