Is there a way to limit how much bandwidth my FTP/IIS (2003) server uses?

No. For that you need a third party FTP server product.

It's been put on the wish list I'm sure, but not sure if it's made it
into the design specs. Of course, it could be several years until
it's actually released... :)

Thanks for letting me know. I hope they think of this in there next OS.
(I'm happy with the FTP on Windows 2003 other than this).
