Yes, i created an account for him under Computer Management. Actually,
when you try to hit the ftp site, you get this message. It doesn't even
prompt for username and password. Thanks.

Obvious question: Do you allow anonymous access? Is he trying to log
in with an assigned account (strongly suggested)?

Are you sure it's coming from the FTP server? No router in between?
Test with the command line FTP client so you can see the exact
response codes.

Jef,
I found out what happened but can't explain it. I was using Mozilla's
Firefox and nothing worked all this time. I switched over to Internet
Explorer and used ftp that way. Guess what? Whoala! I get username and
password prompt and acess to directory after authenticating. So
apparently Firefox browser can't be used for FTP or something? Now can
anyone explain why? Thanks.

Well, since both IE and Firefox are web browsers and not FTP clients,
it's not unusual to have issues. But in your case, Firefox isn't
authenticating to the Windows accounts, where IE is. The current
version of Firefox should work correctly though.
