iis ftp: We have several users attemping to troubleshoot ftp processes which upload
trigger files to begin data processing late at night. However the IIS Ftp log
C:\WIndows\System32\LogFiles\MSFTPSVC1 show the times are off by a good 4hrs
and 10 minutes. The system time is correct on the FTP Server and Client (they
are both synched through AD). UNIX boxes also with the same time as both the
server and client are being logged 4 hrs in 10 minutes off within the logs.
All are in the same time zone, etc.

By design, if you using w3c extended format. the time is UTC format.
Extended Log File Format Always in GMT
