iis ftp : SSL FTP and Firewall

My company has a firewall installed and secure FTP is not possible because
when the "secure" connection is negotiated the firewall no longer uderstands
the information and blocks the communication. However I feel that there may
be a way around this if I new which set of ports (if any) were the
redirection standard for example 1020 - 2048. I could open these ports for
communication with the ftp server and effectively get through the firewall.
Does anyone know what set of ports this would be? The type of FTP is Explicit

Current IIS FTP doesn't support SSL at all.
Best practise to secure IIS FTP now is either via vpn or ipsec...
