Cannot access ftp site after security change

Hello! Before our systems person went out, he made a security policy
change on our server (windows 2003 using active directory). Since then
we had several security problems accross our network including strange
Exchange behavior. All have been resolved except one. Our FTP server
is inaccessable. We think it has to do with security. We have
rebooted the FTP server but do not know what to check in it to allow
people to access it. I can log on to it with administrative rights and
can check anything on the server if I knew what to look for. He is
running WS FTP software on it and told me to enter the user's new
password in that software. I did and it did not work. It seems that
no user can access the ftp site via web browser -- not even the
administrator.

Anything I can check?

Try command line tool first.
Are you able to login via ftp.exe locally and remotely?

if not post the output here.
