wondering if anyone could share their setup to comarpre? The box is a IBM

The hardware will have no problem to support such volume. But because
IIS ftp can't limit user's maximum speed, 450 or so concurrent
connections, you will get complains of download speed being too slow
from most users, at the same time some small group of users will eat up
all server's bandwidth.

You need to look at the your avaiable bandwidth as well. if you have 45mb,
and each user need about 1k, then 450 users are the max you can support.
Moving on, you can setup NLB for ftp, that you have set of hosts serving the
client request rather than just 1 center server.
