iis ftp : Clients Hang Accessing Directories

I am using IIS 6 on a Windows Server 2003 PC, patched up to date.

There is an occassional problem where a filename in a directory
accessible via FTP will cause FTP clients to hang when getting a
directory listing. The filenames do not seem illegal in any way, and
generally work for some time before causing the hang. I have tried
this with several clients to eliminate the possibility that they are
causing the problem. There are longer filenames in the directory that
do not cause problems. I have tried to rename to account for any
hidden characters.

The most recent example is that golfpage.html caused the hang, renaming
to golfpage.htm resolves it. If I download the file, delete from the
server, copy the contents into a new text file, and upload it again as
golfpage.html, I will once again hang the ftp clients.

Any thoughts?

what ftp clients software you using ?
how about the most basic ftp.exe ?
