Running on Server 2003, IIS 6.0. I can access here at the office, but
not from outside. We do have a sonic wall device. Would that be
hanging me up?

What's the IP address you assigned to the FTP server in IIS? Internal or
external?

So when you try to access it from the outside what is the command or address
that you use?

ftp://internal_IP ? If you are doing this then I think you can see you
issues.

Did you set up an access rule similar to the following:
Source Destination
* 192.168.3.2 (LAN) File Transfer (FTP) Allow

At that point, you should be able to access via FTP. What kind of
internet access do you have? Did your ISP give you a static IP? If not,
your external IP is dynamic and your ISP may be preventing you from
running any FTP or web servers.

The rule exists on your sonicwall. Log into the Sonicwall, click on
Firewall, then click on the rules wizard. Should be self-explantory there.

Yes, basically, you just need to configure port-forwarding to redirect the
ftp request to your internal host.
