w2k3 built in FireWall Preventing PORTS !!! -- iis ftp

Hi!
when i'm publishing a FTP site with default port (21) & the win2003 firewall
is enabled
there's no problem.

but when i change the port with some others FTP sites it doesn't Work

by the way: the 2 pictures show you additional settings i made to
enable the port to go through the firewall. if there's an additional setting
plz tell me.
now .. simply .. what i want is:
to publish(for example): ftp://196.105.200.100:1960
& enabling the FireWall on my win2003 server ..
May you help plz ?

Well, you just need inbound to control port which should be 1960.
for active mode outbound data port will be 1959......

what do you get when you try connect via ftp.exe

ftp> open yourip port
