Hi, I have a Windows 2000 server FTP setup and only the users have the
administrative right can login. I even try to assign the login rights on the
IIS to allow certain users to login to the FTP. But they still can't login.
Anyone know why? Or I have to manually change the local policy to "allow user
login locally" to get around this problem.

You got error 530? or what's the actual error msgs?
See if this help
Error message in IIS: "530 User <Username> cannot log in. Login failed."

No, I didn't get any error message. Whenever I'm not login as administrator
or the user doesn't has the administrative rights, the login screen keep
coming back and telling me the wrong username or password. By the way, I'm
using IE to access the FTP server.

Yep, they have to be able to log in locally & have access to that folder.

Well, that's why I suggested to try login via ftp.exe first....
