iis ftp : problem with local users

I created a local user testuser with password 1234. I then created an FTP
Site using non isolated mode. I have full permissions to the ftp site for
user testuser and turned off anonymous access to the ftp site.

From my machine I used IE to browse to the FTP site and was prompted for a
username/password. I enter testuser and 1234, and am not let into the site.
I've also tried machinename\testuser as the user name, and this does not
work either. If I enter my active directory account domain\user it works
fine (my account has admin rights on the server).

It appears that the ftp server authenticates against AD only, can this be
changed?

Nevermind, this was a P.E.B.C.A.C error.
