Can I setup FTp with Local user on a domain controller server? -- iis ftp

I have a DC with IIS running. I would like to create a new FTP server and
allow only local users to have access. The problem is that the DC doesn't
have option to create local users.
Is there any trick to get by this?

A DC only allows domain account, member server on the other hands allow
local account.
